In recent years, in order to promote employment, the textile and apparel industry has become a traditional industry strongly supported by the local government in Xinjiang. Xinjiang is the largest cotton production base in China with sufficient supply of cotton spinning feedstock, accounting for more than 80% of the total output in China; Xinjiang also has abundant power and human resources. In recent years, relying on the advantages of feedstock, electricity price, land, human resources and other advantages and industrial preferential policies, Xinjiang's textile industry has rapidly developed into an important domestic cotton textile industrial base with obvious cost advantages and scale effect, especially playing an important role in the domestic cotton yarn market.

1.Printing and dyeing problems hinders Xinjiang textile industry
Deficiency of intermediate dyeing and printing links has become the most controversial problem for Xinjiang textile industry. Industry insiders said that the weak intermediate printing and dyeing links have great constraints on enterprises' investment in Xinjiang and further improvement of product added value of Xinjiang's production enterprises. At the same time, it has a great impact on Xinjiang's textile and apparel industry chain.

2.Measures to support the extension of textile printing and dyeing industry chain
General office of XPCC printed and distributed the notice on increasing support for the development of textile printing and dyeing industry and promoting the extension of industrial chain. The notice clearly pointed out that textile printing and dyeing enterprises (including textile enterprises in printing and dyeing production) must comply with the development plan of textile and apparel industry of Xinjiang Uygur Autonomous Region and XPCC, adopt advanced technologies and processes such as printing and dyeing without water, less water or digital printing, and pay attention to water resource protection and clean production, and specific requirements for dyeing liquor ratio, reclaimed water reuse rate and wastewater discharge standard are put forward. Relevant preferential policies and measures will be implemented from Jan 1 2021.

3.Some measures for the development of textile and apparel industry
In 2020, the Department of finance took positive measures from the aspects of policy, capital and work flow to support the development of textile and apparel industry.

First, adjust and improve the subsidy policy to improve the efficiency of the one-time employment subsidy. In order to solve the problem that enterprises are unable to obtain one-time new employment subsidies in time and in full, the management measures of special funds for textile and clothing industry in Xinjiang Uygur Autonomous Region was revised, changing the one-time new employment subsidy of 5,000yuan per person obtained by enterprises in three years to full subsidy within one year, so as to help enterprises to relieve the difficulties quickly.

Second, formulate the loan discount policy for textile and apparel and mask manufacturers to help enterprises solve the problems of financing difficulty and high financing cost. In early May, the first batch of discount interest funds of 106 million yuan was allocated in advance, and 198 textile and apparel and mask manufacturing enterprises in 14 prefectures and cities were given discount interest support. At the same time, the Department of finance coordinated with the people's Bank of China to reduce the loan interest of enterprises, reduce the capital cost of textile and apparel and mask manufacturing enterprises, and alleviate the problems of "difficult financing" and "expensive financing".

Third, support the development of textile printing and dyeing industry and promote the extension of textile and apparel industry chain. In order to improve the textile and apparel industry chain, the Autonomous Region Party committee made up for the shortcomings, increased the support, actively studied and calculated the cost and subsidy demand of printing and dyeing mills, cooperated with the formulation of subsidy policies to support the development of the industry, and gave subsidy including 0.5yuan/mt water softening and 2.5yuan/mt wastewater pretreatment and desalination, coupled with 20 million yuan water softening and wastewater pretreatment equipment. At present, the autonomous region has arranged a special allocation of 20 million yuan to provide investment subsidies for the water softening and wastewater pretreatment equipment built by the printing and dyeing mills in Aksu textile industrial city. These will be carried out gradually according to the needs of the mills and the progress of the project.

XPCC issued preferential policies and measures to increase support for the development of textile printing and dyeing industry, aiming to further improve the development of the industry, drive employment, strengthen the short board in the intermediate link of printing and dyeing, promote the industrial chain to expand to the large employment capacity of clothing, knitting, home textile and other terminal industries, and promote the high-quality and sustainable development of textile and apparel industry.
